Ryan was admitted to the California State Bar in 2010.     California Paralegal Day Proclamation


    SAN FRANCISCO, Calif., June 29, 2018 – Mayor Mark E. Farrell proclaimed Friday, June 29, 2018 as California Paralegal Day in San Francisco to honor and recognize the invaluable contributions of paralegals across California.


    California Paralegal Day dates to June 24, 1988, when then Governor George Deukmejian signed a proclamation declaring the last Friday in June to be California Paralegal Day.


    Throughout California and the Bay Area, paralegals are employed by lawyers, law offices, and governmental agencies to perform substantive legal work. Their responsibilities require knowledge of legal concepts that is customarily, but not exclusively, performed by a lawyer, including case planning and research, interviewing clients, drafting and analyzing legal documents, preparing discovery requests and responses, and performing trial preparation and assistance.

    Program Description: Will Apple’s App Store lead to the end of Illinois Brick? Pepper v. Apple and calls for a new antitrust damage regime.

     

    Recently calls have been made for the end of the bar on indirect purchaser antitrust damage claims created by Illinois Brick Co. v. Illinois, 431 U.S. 720 (1977). These calls have come from high levels at the United States Department of Justice and from federal judges. On June 18, 2018, the United States Supreme Court granted certiorari in Pepper v. Apple, 846 F.3d 313 (9th Cir. 2017). Many believe that Pepper will provide the Supreme Court with an opportunity to reconsider the Illinois Brick rule. This panel will examine the derivation of the Illinois Brick rule, practice after Illinois Brick both before and after the Class Action Fairness Act, and the potential consequences should Illinois Brick be overruled. Judge Jon S. Tigar will introduce the discussion, which will include perspectives from leading antitrust practitioners.

     

    The event will be hosted in conjunction with the ABA Antitrust Section’s Global Private Litigation Committee.

    China is quickly becoming one of the most important antitrust jurisdictions in the world.  On August 1, 2018, China’s Anti-Monopoly Law (AML) will celebrate its tenth anniversary.  What’s the story so far, and what’s next?  A group of seasoned practitioners from both China and the U.S. will discuss highlights of the competition regime over the past ten years, the challenges lying ahead, and their outlooks into the future of China’s competition law enforcement.

    Fei Deng

     

    Dr. Fei Deng is a partner in the San Francisco office of Edgeworth Economics and leads the firm's China Competition Economics practice. Dr. Deng has consulted extensively for clients faced with regulatory merger review, investigations, litigation and commercial disputes in both the United States and in China. In China, Dr. Deng has submitted expert reports to both the regulatory government agencies and the court, and has also testified in court as an economic expert.  She served as an outside expert to the Anti-Monopoly Bureau under the Ministry of Commerce (MOFCOM) in a number of merger review and investigation cases. Dr. Deng has published extensively on China’s competition law enforcement, and has been recognized by GCR’s Who’s Who Legal as one of the “Competition – Future Leaders” in both 2017 and 2018.  

     

    Andrew Heimert

     

     Andrew J. Heimert is Counsel for Asian Competition Affairs in the FTC’s Office of International Affairs, responsible for the FTC’s relationships with competition agencies in China, Japan, Korea, and several other Asian jurisdictions. He is also responsible for international intellectual property issues, and works frequently on projects for the International Competition Network’s Unilateral Conduct Working Group. Mr. Heimert previously was the Executive Director and General Counsel of the Antitrust Modernization Commission, and has also worked on a variety of antitrust policy issues and investigations at the FTC as an attorney in the FTC’s Office of Policy and Coordination. Prior to his work in government, Andrew was an attorney at Covington & Burling, and clerked for Richard S. Arnold, Chief Judge for the United States Court of Appeals for the Eighth Circuit.

     

    Guanbin Xie

     

     Guanbin Xie is a partner and founder of Lifang. Mr. Xies major practice areas include intellectual property disputes, antitrust and competition law, acting as legal counsel for hi-tech companies and venture capital, finance and insurance related issues. He has received many rewards including Chambers Band 1 Leading Individual in the IP field and Managing Intellectual Property IP Star. He was the lead counsel in a number of influential antitrust cases in China including Qihoo 360 v. Tencent, and Huawei v. Samsung. He has also served as NDRC’s legal advisor in its investigation of Qualcomm. 

     

     

    Tiana Zhang

     

     Tiana Zhang is a partner in the Shanghai office of Kirkland & Ellis, where she advises clients on complex, cross-border government investigations and dispute resolution. Tiana offers unique capabilities in handling complicated legal and compliance matters for many multinational companies with business in China and Greater Asia. She also regularly represents Chinese companies in their complicated and high-stake US compliance, investigation and litigation matters. Tiana has an intimate understanding of law and culture in both U.S. and China, extensive investigation and litigation experience in both jurisdictions, and a strong track record of handling complicated legal and compliance issues in various forums in both countries. Recognized for her impressive experience in handling complicated cross-border investigations and litigation, Tiana has received many rewards, including “Top Attorneys under 40” for White Collar by Law360 in 2017.

     

    Yizhe Zhang

     

    Yizhe Zhang is a partner at Jones Day’s Beijing office. She has extensive experience advising clients faced with complex antitrust and competition law issues in China.
    Her recent merger case experience includes Tokyo Electron's merger with Applied Materials, Baxter's acquisition of Gambro, Gavilon's acquisition by Marubeni, and Goodrich's acquisition by UTC. She also assists clients in conduct investigations by Chinese regulators in the automotive, health care, consumer products, and other industries. Before joining Jones Day, Yizhe worked for China's MOFCOM and was heavily involved in the drafting of China’s Anti-Monopoly Law and other regulations for foreign mergers and acquisitions. 

     

    Qianwei Fu, Moderator

     

    Qianwei Fu serves on the Executive Committee of the CLA’s Antitrust Section.  She is a partner in the San Francisco Office of Zelle LLP.  She has substantial experience in litigating multi-district, high-stakes class actions involving price-fixing and monopolization claims and has played a primary role in all aspects of litigation in some of the nation’s largest antitrust cases.  She also has unique practice experience in China and expertise in handling EU private antitrust recovery actions.

    Karen M. Strzyz

     

    Ms. Strzyz is an attorney in the Office of the Deputy Commissioner and is the primary legal advisor to the Madrid Processing Unit at the USPTO. Ms. Strzyz ensures that the United States is in compliance with the treaty obligations under the Madrid Protocol, and is a frequent speaker on Madrid practice and procedure. She also decides Petitions to the Director and Letters of Protest. Ms. Strzyz joined the USPTO as an examining attorney in 1996, joined operations management in 2003 as a Senior Attorney Advisor, and in 2007 was promoted to Managing Attorney. In 2012, Ms. Strzyz joined the Office of the Deputy Commissioner. She is a graduate of State University of New York at Buffalo and Western New England College School of Law.

    Hon. Darrell Mavis

     

    Judge Mavis is the Supervising Judge of the Northeast and North Central Judicial Districts of the Los Angeles Superior Court which include the Pasadena, Burbank, Glendale and Alhambra courthouses.  He presides over jury trials, conducts settlement conferences and supervises 40 civil and criminal judges.  He has presided over 100 jury trials since his appointment to the Los Angeles Superior Court in 2006.
    Judge Mavis studied politics, philosophy and economics at Oxford University and received a Bachelor of Science in Economics from MIT and a Juris Doctor from Harvard Law School.   
    For 14 years, Judge Mavis tried over 100 jury trials as a prosecutor for the Los Angeles County District Attorney.  He tried some of the District Attorney’s most complex and high-profile cases.  Among his high-profile murder cases, he prosecuted one of California’s largest “no-body” murder cases and successfully tried a 17-year-old, double murder case that involved the killing of two Special Agents of the Drug Enforcement Administration as well as the almost fatal wounding of a third Special Agent during an international, undercover sting operation.  He was also appointed Attorney Liaison at the United States Department of Justice, Office of International Affairs, where he worked on international criminal matters for state and local prosecutors throughout the United States for two years.
    Judge Mavis has spoken on over 200 occasions at the California Center for Judicial Education and Research, Los Angeles Superior Court Judicial Education Seminars, the California State Bar and various state and national bar associations on topics including: conducting a jury trial, criminal law, evidence, experts, trial skills, dispute resolution, ethics, and civility.  Since 2008, Judge Mavis has been a faculty member of the B.E. Witkin Judicial College of California, teaching judges throughout the state.  Judge Mavis has published articles on scientific evidence, criminal street gangs and consular notification.  He was the past Chair of the State Bar’s Criminal Law Section Executive Committee.  Since 2014, he has been a member of the California Center for Judicial Education and Research Governing Committee which develops and delivers education to members of the California Judicial Branch.   
    For over a decade, Judge Mavis was a member of the Visiting Faculty for the Harvard Law School Trial Advocacy Workshop. Judge Mavis has been a member of Southwestern Law School’s adjunct faculty since 1996, teaching Trial Advocacy and a special intersession course on the Art of Persuasion.  For several years, he created and taught a Persuasive Speaking course at UCLA.  Judge Mavis has been a Lecturer in Law at USC Gould School of Law since 2015.
    In 2008, the Constitutional Rights Foundation awarded Judge Mavis “Judge of the Year.”
