Parentage Law: Jeopardy, Bachelor in Paradise or Father Knows Best?

    Thursday, January 18, 2018, Noon - 2:00 pm

2 Hours of Participatory MCLE credits

$35.00 advance registration, $45.00 day of event

    Speaker: Terry Symens-Bucher

Genetic testing, artificial reproductive technologies, surrogacy, competing legal presumptions, same-sex marriage and partnerships, voluntary declarations of paternity, blended families, serial monogamy, polyamorous, and open relationships - these and other developments in what is socially acknowledged and accepted over the past 50 years may make parentage law seem like Father Knows Best meets reality show meets game show.  [See flyer for additional information.]

About the Speaker: Terry Symens-Bucher serves as Supervising Attorney for the Alameda County Department of Child Support Services (ACDCSS), which is charged under Title IV-D of the Social Security Act, ACDCSS with establishing legal parentage within Alameda County. Terry serves on statewide committees responsible for IV-D policies, procedures, and legal practices, including parentage establishment. He has served as the chair of the Managing Attorney Forum for California IV-D attorneys since 2008. He has taught parentage law to attorneys as well as to child support professionals.  In these various roles, Terry has become very familiar with the issues involved in assessing and legally establishing parental relationships in California.

    Topics

The Conference of California Bar Associations (CCBA) is California's foremost attorney-run legislative body providing unparalleled opportunities to create and change California law. In recent years, over 50% of CCBA-sponsored bills have become California Law. BASF's Delegation to the CCBA is one of the largest and most successful.

This program will present a road map for effecting legislative change through the CCBA, and provide some real world examples of recent Delegation successes. Led by longtime BASF Delegation members, this presentation will help you learn to:

    1. Identify a problem that needs a legislative solution,
    2. Research and draft an amendment to California law as proposed legislation,
    3. Draft a concise statement of reasons in support of the bill, and
    4. Defend and re-draft the bill during the legislative process.
